Local residents’ involvement in Civil War times

     Rigoni is a Paw Paw-area grape farmer and a teacher for Countryside Academy in Benton Township. He teaches agriculture and serves as a Future Farmers of America advisor. He serves on the Paw Paw District Library Board of Directors and the Van Buren Historical Society Board.
     Rigoni has been a Civil War aficionado since he was in junior high school, largely inspired by a photograph purporting to show a dead Confederate sharpshooter. The photo proved to be staged, but Rigoni was hooked.
     He has been a Civil War re-enactor and he collects artifacts. A key acquisition was a box of letters offered at auction in Decatur. They were from Capt. James H. Wheaton of Chelsea, who served in the 1st Michigan Infantry.

ROAD RENEWAL MILLAGE
VAN BUREN COUNTY
Shall Van Buren County continue to levy .9769 mill ($.9769 per $1,000 dollars of taxable value), subject to reduction as provided by law, on the taxable value of real and personal property located in Van Buren County, for four (4) years, 2016 through 2019, inclusive, for the purpose of maintenance, repair and reconstruction of public streets, avenues and roads in Van Buren County? It is estimated that the revenue generated by this proposal will be $3,093,984 in the first year of the levy. If approved, this would be a renewal of a previously authorized millage.

VAN BUREN CONSERVATION DISTRICT MILLAGE
VAN BUREN COUNTY
Shall the tax limitation on general ad valorem taxes within the County of Van Buren imposed under Article IX, Sec. 6 of the Michigan Constitution be increased by 0.1000 mill ($0.10 per $1,000 of taxable value) on all real and personal property in Van Buren County for a period of ten (10) years, beginning in 2016 through 2025, for the sole purpose of funding Van Buren Conservation District programs, including assisting landowners in the protection, enhancement, and restoration of natural resources, assist agricultural producers in the protection of soil and water and implementation of best management practices on farmland, increase household hazardous waste and recycling collection opportunities, and continue water quality initiatives, within the boundaries of Van Buren County?

HARTFORD PUBLIC SCHOOLS
This proposal will allow the school district to continue to levy the statutory rate of not to exceed 18 mills on all property, except principal residence and other property exempted by law, required for the school district to receive its revenue per pupil foundation allowance and restores millage lost as a result of the reduction required by the Michigan Constitution of 1963.
Shall the currently authorized millage rate limitation on the amount of taxes which may be assessed against all property, except principal residence and other property exempted by law, in Hartford Public Schools, Van Buren County, Michigan, be renewed by 17.9370 mills ($17.9370 on each $1,000 of taxable valuation) for a period of 5 years, 2017 to 2021, inclusive, and also be increased by 0.063 mill ($0.063 on each $1,000 of taxable valuation) for a period of 5 years, 2017 to 2021, inclusive, to provide funds for operating purposes; the estimate of the revenue the school district will collect if the millage is approved and 18 mills are levied in 2017 is approximately $729,589 (this is a renewal of millage that will expire with the 2016 levy and a restoration of millage lost as a result of the reduction required by the Michigan Constitution of 1963)?

Poor House Museum

     The museum site can be traced back to the late 1800’s when Van Buren County’s poor and indigent population did not have the benefit of a social service support system that we have today. The Poor Farm was a working farm with a wood frame farmhouse set on 173 acres. The building is 130 years old.
   The residents, or inmates as they were called, worked the farm, tilling the soil and raising crops and livestock. Others did the laundry, canned food and helped others who could not care for themselves.
     I
n 1884, when the house was destroyed by fire, a much larger place was built – four stories and 44 rooms.
     The Poor Farm operated until 1952, when it was closed due to changes in how the lives of the poor where handled.
     In 1972, the Van Buren Historical Society acquired the building from the county and started creating the museum. It is filled with collections showing local history and what was going on across the world.
          Besides the people who died in the building from natural causes, there is one recorded murder, one recorded suicide and 14 people who died in a Poor House fire.
   
Public invited to attend; bring your own camera & recording device.


Participants are required to bring a flashlight, wear comfortable shoes and have a jacket.


               Cost - $20.00 per person or
         $25.00 night of, if room is available

Shall the limitation on the amount of taxes which may be assessed against all property in the Township of Hartford, Van Buren County, Michigan, remain 1.4279 mills ($1.4279 for each $1,000.00) on taxable valuation of real property for the years 2017 through 2020 for the purpose of Township road maintenance and construction; which levy will raise in the first year the estimated sum of $94,343.00? This is a renewal of a tax that will expire in 2016.
FIRE APPARATUS AND EQUIPMENT RENEWAL
Shall the limitation on the amount of taxes which may be assessed against all property in the City of Hartford, Van Buren County, Michigan, remain 1.4941 mills ($1.4941 for each $1,000.00) on taxable valuation of real property for the years 2017 through 2020 to provide funds for purchasing fire apparatus and equipment for the use by the Hartford Fire Department; (the estimate of the revenue the City will collect if the millage is renewed and levied for the first year is approximately $43,506.00); this is a renewal of a tax that will expire in 2016 and such renewal tax levy to be contingent upon approval by Hartford Township of a similar renewal?
